The “Threat to the Peace” report establishes the obligation for UNSC intervention in Burma through a review of previous UNSC resolutions. The report examines the factors that justified a UNSC finding that a “threat to the peace” existed and concludes that the current situation in Burma presents the same factors relied upon by the UNSC in previous interventions.
